Y eso tiene que terminar\u201d, afirm\u00f3.<\/p>\n\n\n\n<p>Camones plantea la creaci\u00f3n de un centro penitenciario de contenci\u00f3n total, al nivel de las referencias internacionales como ADX Florence (EE.\u202fUU.) o el CECOT (El Salvador), con aislamiento absoluto, bloqueo de comunicaciones, vigilancia permanente y personal altamente especializado. La finalidad es aislar a los delincuentes m\u00e1s peligrosos y cortar su cadena de mando con sus organizaciones criminales.<\/p>\n\n\n\n<p>El segundo eje es la reforma urgente del Instituto Nacional Penitenciario (INPE). Seg\u00fan datos oficiales, solo en 2025 se han decomisado m\u00e1s de 200 celulares y decenas de kilos de droga dentro de los penales. Incluso el presidente del INPE reconoci\u00f3 que los reclusos cuentan con tecnolog\u00eda m\u00e1s moderna que el Estado.<\/p>\n\n\n\n<p>La parlamentaria sostiene que se necesita un modelo de gesti\u00f3n profesional, con inteligencia penitenciaria, control real en penales cr\u00edticos, custodia rotativa y auditor\u00eda externa. \u201cNo basta con operativos. Esto es una reconquista institucional\u201d, remarc\u00f3.<\/p>\n\n\n\n<p>En lo que va del a\u00f1o, el crimen organizado ha seguido operando desde 68 penales, se han detectado redes de extorsi\u00f3n, mafias extranjeras como el Tren de Aragua han tomado control interno en varios establecimientos, y se han registrado fugas filmadas por vecinos, como ocurri\u00f3 en Lurigancho.<\/p>\n\n\n\n<p>\u201cRecuperar el control del sistema penitenciario es un paso clave para garantizar la seguridad ciudadana. Hemos planteado propuestas concretas y confiamos en que el Ejecutivo tomar\u00e1 decisiones a la altura de este desaf\u00edo nacional\u201d,
